Can someone please expand these two sentences regarding US Congress?

Politicians know that if you want to get something ped that is unpopular you do it at least a year before the election and the closer it gets to the election the more the goodies you send home. Voters will not remember what happen a year ago but sure will remember the goodie you sent them 3 months ago.
