Windows7 cooling policy settings and overheating?

OK My laptop overheats When playing games or encoding video. My Windows cooling policy settings are set to active. active = ( increase fan speed before slowing processor ) if i switch it to pive could that help MY over heating situation? pive = ( slow processor before increasing fan speed )
